Is there a way to set the max quantity per product and not for the overall store? We have specific products we need to limit the amount a user can order and its not based on inventory.

This isn't a built-in feature yet, but I've created an issue in GitHub to potentially have it added in a future release.

In the meantime, you can still make this happen, but perhaps not in a configurable way. You'd want to create/update your action delegate to enforce the maximum quantity.
