I've got a store using a theme which I've copied and customised because even though reviews is turned off, it perpetually displays the review stars.

Any idea? I did create a bit of a hack and remove via CSS but I think that in reality the most ideal situation would be that when it's turned off, and if cache is cleared and app pool is restarted, it should be there any longer.

No hack need.
To enable/disable review stars:
  1. Got to 'Settings' -> 'Product Reviews' -> 'Allow Product Rating?' checkbox
  2. Got to 'Settings' -> 'Caching' -> 'Clear Store cache' button

Work fine with HCC 3.0.1+

This also depends on:

1. Whether or not the viewset has been modified to remove the logic that listens to the setting mentioned by Scippy; and
2. What version of Hotcakes you're on. If I remember correctly, some earlier versions included a bug where this didn't work.

If your viewset has the appropriate code that "listens" to the configuration setting, it will have the code highlighted in the file and link below.
