It sounds like you haven't yet added any choices that can be used as a variant. :)

I have discovered why the variants were not available after setting up the choices. Hotcakes users should be made aware that a price should not be entered into the choices section. These prices should be left at 0. Only add pricing in the variants section. Entering a price in the choices section prevents the create variants button and the choices from displaying.
