The short answer is yes... But it's not easy to do since it's not an available option via configuration. In order to support recurring payments today, your payment gateway needs to support it first. As long as they do, you'd want to replace the payment gateway with your own, customized to send the appropriate information to the payment gateway when a payment is supposed to be recurring.
