I've tried changing the region setting in my server but it still shows no decimal.

This kind of support is beyond the scope of our e-commerce forums. You should try StackOverflow or ServerFault to see how to best support this scenario.

Regardless, I don't believe this is an out-of-the-box setting. I'm guessing someone changed it at some point, and now you're having to change it back.

Also, I thought this project was canceled?

Thanks Will. My project is still using HotCakes, it just the customization i mentioned before is cancelled.

This is a reference for others who encounter the same issue.

Actually, this issue is related to regional setting in Windows Server 2012 and to fix it, download Locale Builder 2.0 and you can change the setting using this tools.
