Since you'll be implementing a code-based solution to this, you could have a base shipping rate only for the state you support. (Be sure to disable all other countries and states.)

Then, based on the zip code entered, dynamically add a shipping/handling charge to the order. You'd be doing this in the same method/logic I mentioned in the earlier reply.
